I gave him back to his parents because of his alcoholism. Since then he never supported us nor his kid. He also never had a permanent work. We never were together under 1 roof over the last 10 years

That is not abandonment.. well IMO.

However if he is not providing support for your and your child, you can file RA9262 case.
