land title problem

i bought a 261 sqm lot at tamara lane filinvest, it was 5 year term and ibpaid approx 3M .they told me that transfer of title is bet 6-8 monhs, now its been 10 mths .i did constant folow up and they said it is still at regstry of deeds.last iwk i check with reg.of deeds and there i knew that it was still under manotoc estates and not still transferred to filinvest.what should we do ?i dont have the deed of absolute sale yet but i did sign after completion of payments.i only have receipt of full payment.im planning to get a bank/ pag ibig loan for house construction but how i can I if i still dont have the title.what should i do? thank you so much for your advise.
