validity and legality of the released documents and being replaced by an OIC
my boss is on official travel from aug 27-29 and designated an OIC while he is on travel... i received a memorandum from his office dated aug 28 designating me as an OIC of the records office and being ordered to make a smooth turn-over of all HR documents to the OIC of HR (not mentioning who the OIC is); the document is not originally signed by him and uses a facsimile for his signature; his designated OIC while he was on travel did not initial in the said designation order. The effectivity of said designation will be on Sept. 1.
I am a permanent govt employee (DepEd) who holds an approved appointment from Civil Service Commission. My position title is Administrative Officer II (HRMO I). I was just wondering if it is valid and legal to get an OIC to my position wherein my position is not vacant and I am not incapacitated to perform my duties and function. The one who is being designated as an OIC to my position is holding an approved permanent Teacher I item.
I understand that designations are add-on work to my current position. I can assume the designated position but can I refuse to turn-over to his designated OIC all docs under my care as HRMO? Can I not be charged of insubordination? what should bemy initial move?
