Arresto Menor

would like to know who is responsible in getting Occupancy permit - the lessee or the lessor?
we have been leasing said premises for the past 25yrs and its only now that the municipality is asking for occupancy permit. our place is a 3-storey bldg where we live on the third floor. the second floor is half our personal space and half small warehouse while the ground floor is an office. we maintain this for the reason that our technicians have to converge in the morning after which only around 8 people are staying the whole day.
now the city govt is asking us to issue otherwise we will be facing legal matters.
i think this is outright harrassment since instead of helping us to understand and assess, they are threatening us with legal issues.
please help
