Arresto Menor

My wife sold her house in Daet, Camarines Norte to a 'friend'.
Initially it was a verbal agreement. Payment would be 50k deposit followed by 60 x 10k. Total, 650,000.
The buyer consistantly failed to pay on time and was often 30 or 40k in arrears and so, in April 2011, my wife had a contract drawn up which was signed by both parties.
The contract ended on July 10 2014 and the buyer wanted the deed of sale but she still owed 33,000.
We contacted an attorney here in Gensan who sent a final demand letter to the buyer but it has been ignored and the buyer does not answer her phone or reply to texts.
Can we file a case here in Gensan? Can we add interest to the outstanding balance?
We still have the deed of sale. Can we repossess the house?
Any help would be appreciated.
