Selling 3000 sq.m residential land but faced with #2 problem

We are currently selling a 3000+ sq.m. residential land (no house only empty land) with a total of 13 lot titles.

It is actually a straight land with a total of 14 lots, but it is very unfortunate that that 1 remaining lot is right near the middle of our property. "NAIPIT" in tagalog but it is also an empty land.

We have a buyer who supposed to buy the entire 13 lots but is a little upset that there is a space near the middle of the residential land. The buyer wanted to buy that 1 remaining lot, too so that he'll have one huge straight land. The problem is we cannot find the original owner for multiple years.

Question is:

1. We do not have any copies of title of this 1 remaining lot because it's owned by someone else. Is it possible to ask further details about this lot from the registry of deeds (maybe we'll bring the two adjacent titles that we have)?

2. If question #1 can be done, and if it was found that the owner is not paying yearly taxes, will we be able to acquire that remaining lot provided that the owner cannot really be found (deceased?) If so at how many years that you don't pay tax will it be considered delinquent and will therefore be auctioned to the public?
