MISDECLARATION OF AGE IS A GROUND FOR NULLITY OF MARRIAGE??

Arresto Menor

My friend after 25 years of marriage found out that his wife lied to him about her real age..
The wife declared that she was born in 1961 but her NSO birth records proved she was born in 1954.
My friend went to the church where they got married and got copies of the documents submitted and found out that her baptismal records also proved it was 1954. But the wife declared 1961 and signed in the marriage license applied at the City Hall.
Is the Church and City Hall also liable for not verifying informations submitted and declared?
It this ground for nullity of marriage as there was deceit and falsification of public documents?
