Why is my landlord cutting my water supply?

At my condominium we have to pay 2 separate bills to 2 separate companies.1 is for repairs and 1 is for water supply to be pumped from a deep well under condominium. I have unfortunately fallen behind in the payment of my repair bills.i have however kept my separate water bill up to date and payed in full.my problem arises in the fact that the repair company has made the water company cut off my water supply.i have learned that the water company and the repair company are intact brothers hence the reason for our water supply being cut off. My query is that is this situation legally acceptable?could the repair company legally influence the other separate water company if they were not both brothers? My example being for instance if I owed sky cable money then meralco would not cut off my electricity supply because of this.i feel that is the 2 owners were not brothers then they couldn't influence each others customer accounts.i appreciate your time in looking over my problem as you can probably understand water supply is essential and I don't feel these 2 brothers are acting legally thanks.
