HOMICIDE Kindly help us....

Kindly help us what we should do to my mom's case.....Homicide... my mom got accident somewhere in pampanga..while she crossing the street. The driver of the van take her to hospital. but she is already dead on arrival. Now, we file a case against to the driver but he still nakakalaya... and theres just first settlement. but we never agreed on it. now we always followed up the case. still no result. no date or rearrange of the hearing or 2nd settlement.. we just hope that this case take action. Is really our justice will lost hope? is our justice system in our country are totally useless? kindly help us ..
