Arresto Menor

We owned two condo units in Manila since 2004. But starting 2008 to 2013 we have not yet paid our Real Estate Tax. Can we just pay in installment basis? Because we are also paying Common land and area taxes (updated until 2013).
Kindly enlighten me about real estate taxes of condo.
