Arresto Menor

Hi good day! I would just like to ask if the school has the right to witthold the credentials of a graduate? The graduates are supposed to take the board exam however the school wont release their credentials if they dont pass the mock board? They werent informed about this and no waiver was presented before they had the review. Is there a formal complaint that could be used against the school? Thank you in advance for the response.
