Arresto Mayor

Good afternoon.
Please enlighten me on this matter.

Case:

Legally married couple. Property: Conjugal. No children.
Wife died first (before 1988).
Husband married again. He and the second wife have two children. The children are both professionals now.
Husband died in 1998.

Who inherits the property?

Can the siblings of the first wife inherit part of the property?
