Arresto Menor

I went to NBI to file a complaint against a person who scammed me thru online transactions. The NBI officer said he will issue subpoena against the suspect thru mail. Now my question is what if the suspect hide? What if his family denied him or what if he went to different place in the Philippines to hide because i had warned him several times that im going to report him to NBI and they will issue subpoena against him. What will happen to this case if the suspect escape or hide to prevent accepting the subpoena?
