Payment of electric bill of rented apartment

I transferred to another apartment last April 20. There are four units in the apartment. The first unit is occupied by the owner. The three units are for rent. Before I transferred, The owner said yes when I asked if my unit has its own electric meter. When the Meralco bill arrived, the owner divided the bill among the three lessees only. There was only one meter. In other words, the owner is not paying his share of the electric bill but divides the bill among the three of us. I do not have an airconditioner or refridgerator yet I paid P800 last May 20. I have no contract with the owner.

(1)What recourse do I have so I can pay my own electric consumption?
(2)Can I propose to the owner to allow me to apply for my own sub-meter?
(3)Can I ask the owner to share in the payment of the electric bill?
