I have a question as I'm not too clear about this.

Do I need the seller's old Certificate Authorizing Registration as a requirement? This is aside from the Certificate Authorizing Registration when all dues are paid (capital gains, docs, etc).

No I don't think u need the old CAR. The new CAR the one u needed to register and apply for titling of your property.
