Help: Is this falsification of documents?

my friend went to prc to apply for an exam which requires tor and etc.
Ung binigay sa kanyang tor ng kanyang skul ay wlang scanned picture na hindi nya alam kelangan pala.. Sa certified true copy ng tor nya may picture naman.. Still nadeny application nya.. After several hours bumalik sya na may scanned picture na which pinascan nya lang sa labas yung pictur with the same tor, Nung sinabmit na nya inakusahan n sya ng falsification of documents. Can anyone help elaborate what are the covers of "falsifyng a doc".. I mean its just a picture and sya pa rin yun.. Isn't falsifyng stating false statements?
