i've receive a decision last dec 13 untill now there's still no return tag from the respondent

i've receive a decision from NLRC last dec 13, 2012 i called at the office of the arbiter yesterday and they say that there's still no return tag which means that the respondent haven't receive the decision. is there any way that the respondent refuse to receive the decision.

If the respondent refused to receive the decision sent through registered mail, the return card will still be returned either to the Post office or to the sender with markings that the intended recipient refused to receive the doc.

Just 90% certain about this. Anyone out there who can confirm or correct my answer?

Perhaps a remedy in your case is to have the decision published?

i've won my case in DOLE las t may 2013 but my problem is when i've received the decision from the DOLE my previous employer had closed the shop. now i dont have an idea on how he will gonna pay me but i have a hint that he has a new business in makati that he was often be seen in his new shop but the problem is his new shop was not under his name.

is there anyway i can make him pay?
