It is a letter pre-requisite for filing charges against you, it basically tells you to comply or they will take action against you in a court of law. The system is gradual, and Demand Letter is one of its component. You better act right away to settle things ouside legal proceeding. You will not like the idea of being bothered by litigation, but if you believe that you are the one who will be sided by the justice system, better find a lawyer.

NOTICE OF DEMAND is a formal notice addressed to a person who violates the rights of the other (sender), stating therein the sources and kind of obligations which must be complied with in a specific date and time, and failure of the addressee to comply the same may be a ground for the commencement of an action.
