Arresto Menor

Hello..I live in Bulacan...dun sa part na binaha ng sobra so my mom decided to buy a condo unit. We only bought it because they promised that the buidling will be finished by the 2nd quarter of 2012 and we can move in then. It's already 2013 and the building is still half finished. We need a place to stay because our house in Bulacan was damaged by the flood. Is it possible to cancel the contract and get a refund? We really need help. Please! Thanks in advance.
