pls. help. is it possible to renew a passport if a person as an ongoing criminal case here in the Philippines and trying to renew her passport internationally??

if no hold departure was ordered can the person still go back here or she is stuck forever in the country where she fled to. thank you...

1. pag may kaso ba dito na estafa ung tao.. pwede ba ipadeport yun kung san mang bansa cya nagttago for example sa macau cya nagttago. pwede ba cya ipadeport pabalik dito sa pinas?

2. kung sakaling uuwi ba cya dito at may hold departure order cya.. aarestuhin ba cya dito pag lapag nya ng airport?? salamat po

he can freely travel in and out of the philippines and renew his passport

if there is an HDO, it is when she is exiting that she will be prevented from leaving.
