question on the procedure to file the Notice of Appeal and Appeal Memorandum as referred to in sections 1,2,5,6 &7
must they be filed in person at the OP? or can these be filed via registered mail with Philippines Post Office?
i realize registered mail is acceptable means filing with agencies such as the HLURB, and that the filings are considered filed within the period if the postmark date is on or before the deadline. This is expressly stated in the HLURB Rules of Procedure.
Can you confirm if there such Rules of Procedure for the OP, and if registered mail is allowed for filing the motions and pleadings mentioned above?
furthermore, is registered mail an acceptable form as proof of service to the department or agency whose decision is being appealed, and the affected parties? (sections 2 & 6) as per the OP Rules of Procedure?
