Is it legal in the philippines to take photos of illegal acts, without the consent of the person doing the illegal act?

My case: my neighbor is doing an illegal construction (no building permit). if I take photo of the on-going construction from an adjacent lot (with permission from this lot's owner), can I use this photo to report the illegal construction to the city building official? Can I continue taking photo of their progress and use the photo for a possible legal action in the future?

Is it possible for this neighbor to file a case against me for invasion of privacy, voyeurism, etc?

The neighborhood is actually petitioning against the planned construction (the proposed business is not to the liking of the neighborhood). The petition is already under review by the city government. But the low owner is brave enough to commence construction with no building permit.

It is Legal to take illegal acts even without the consent of such person, in fact the law allows, citizens arrest, you can arrest them personally because of their illegal acts.

To the contrary, it is illegal to take legal acts, without the consent of such person, reason, violation of privacy.
