Help! Renter not paying Water & Electricity Bill

Good day po, please help me naman po. My granny po kc is tired na sa laging paniningil ng dati nmin renter. Renter still not payed for electricity & water bills, but pinayagan kc ng lola ko umalis ng house kc nag iwan ung renter nmin ng atm card nya katibayan na babalik sya at magbabayad kc ung atm na un dun sya sumasahod ng salary nya.. Now almost 2 weeks na balik ng balik ung lola ko dun wala silang ginagawang paraan para makabayad, then may naka upa na po now sa bahay na pnaparentahan nmin, but then unpaid bills nga po so may disconnection bill na and still not paying po. And it seems wala silang balak bayaran. I really wanted po sna na ako ung kumausap sa dating renter nmin, pero sympre i wanted to be ready, kung tutuusin simple matter lang po ito pro i need din man to be ready.. I felt pitty nkc sa old lola ko and nung last 2days ko lang nlaman na ganun na pla sitwasyon.. What should i do po ba if they still insist not to pay the bills, kc nkakahiya sa bagong renter nmin if maputulan ng tubig ilaw because of the past renter.. Please help po..

To avoid disconnection, you may reimburse muna kasi it is imminent na hindi na muna sia makakaayad agad. Kung alam ninyo po kung saan na po ung renter, you may file a complaint with the barangay for amicable settlement. Pede po itong idaan sa small claims court where no lawyer is needed only the parties to the action. Consult your municipal hall kung saan po pede mag inquire ng small claims court.
