Required Turn-Over rate for a developer to HOA

Arresto Menor

I was informed that a developer shall turn-over the operations of village to the Homeowner's Association when the turn-over rate had reached 20% of the total saleable units. I would like to know if this is a correct basis? If not, what is the basis?

I have checked RA9904 but there's none in the provision as to when the developer can turn-over the village to the HOA.

Seeking legal advise please. thank you
