Arresto Menor

Kindly enlighten me on the following:

I filed a complaint against a media character for libel. After more than three months, a Resolution was handed down dismissing my complaint apparently for not having "proved" malice. I will be filing for a Motion for Reconsideration soon.

My question is this: is the Prosecutor's Office administratively liable for NOT having furnished to me a copy of the Counter affidavit of the respondent? What is the liability of the respondent if it was there duty to furnish a copy of their response to me but failed to do so?

I was totally surprised of having received a Resolution given the fact that I have never been furnished a copy of the response of the respondents for which I believe that I have been hoodwinked, and with the usual procedure of giving due notice having been effectively short-circuited if not by the defendant then by the Prosecutor's Office as well.
