alley dispute over iglesia ni cristo church

i would like to ask if we have the right for the alley in between our lot and iglesia ni cristo church. according to the subdivision plan of our barangay which we have a copy there is an alley between us. it will serve as right of way to the inner lot which is my brothers property. we hve presented our case at the bureau of land office and they hve adviced the INC church to remove the concrete fence which they built. aside from the concrete fence, it has also the guards house, ll underlying water and the electric meter and 2 storey-apartment of pastors house occupying the said alley. we have won twice but they (INC) has two motion which took the case more than 14 years. what would be the best way to finally get the justice we deserve? the bureau of land said we can take this cse to court since our barangy officials do not want to take the case seriously because they were their voters. before the INC can build their concrete fence, we already ask the then barangay chairman to look into it since we know and he knows for a fact tht it should be left as alley. after 16 yrs. there still no clear response to this cse. we have all the facts and documents pertaining this case.. i hope you cn give me adviceon how to proceed.. thx and God bless...
