Arresto Menor

Hi, I heard a lot of about this law, but why is that the bank where our house was mortgaged refuses to accept our advance payment saying that we should save the amount and they (bank) will accept it after a year as one time advance payment?

is there a minimum amount to pay in advance?

Please help I'm really confused about this scratch
