Arresto Menor

Hi, just would like to know if it is legal to hold employee's salary due to non-submission of report? As a requirement , we are submitting weekly report to our boss. But due to transfer and renovation of our ofc, we were not able to send the reports. Without prior notice he just informed the Accounting Department to hold our salary.
