Just came home today after finding out yesterday through my son's classmate who went to our house informing us that their adviser in 2nd year high-school, had refused to release his report card and instructed the boy to get in touch with my son to inform us the same thing. their adviser claims that their had been a case of a stolen iPhone in their classroom which happened March27, which was never reported to the guidance or the school principal until today, and that the 2boys are requested to come to the school (earlier today, which we complied with) for investigation before they release the report cards. around 1:30pm today, we were all gathered at the principal's office (the uncle of my son's classmate, me, the 2 boys involved, the adviser and the principal) for a conference. it turns out that on March 27, the adviser had asked the 2 boys to help clean their classroom, fix the chairs, curtains etc. so that he can sign their clearance. when they went to the said classroom, it turns out that it was locked because it was being occupied by athletes from different schools for a sport event that was held in my son's school. the adviser then asked my son to check if there was a way to open the door. my son then tried to find a way to open the door and when he did, all 3 of them proceeded to enter the classroom and the 2 boys tied the chairs, fixed the curtains and do what they had been instructed by the teacher. they tied the chairs together, fixed the curtains and cleaned the room while the adviser moved the bags and belongings of the athletes aside. they all left together that day and not a word was reported about a missing iPhone, only until today, the scheduled day of releasing of their report cards.
upon hearing the side of the adviser and the 2 boys, the principal requested for the adviser to make a narrative report about the conference and for the adviser to release the report cards and make us sign upon receipt. we waited for 2hours for the adviser to make his narrative report so that we may already sign and get the report cards.
we ended up not signing the narrative report because the report contained accusations to my son and his classmate about the stolen iPhone incident which was never reported and has no evidence whatsoever for the said accusations. in the last part of the report, it stated there that:
Highschool report cards of the 2 mentioned students are released to their parents but they promise to come back in the school once called upon for another investigation. Failure to attend means guilty of the accusationand be a reason for not accepting these students for the coming school year 2012-2013.
we ended up not signing the narrative report. i talked to my friend over the phone and she advised me not to sign anything that i did not agree to, and to further seek legal advise from an attorney. i just wanted to know the following:
1. Is this even legal? tama ba yung hindi pag release ng adviser sa report cards sa isang bagay na di naman nya kayang patunayan, walang basehan at walang evidence para i-hold ang report card?
2. I would want to know what my rights are, or what my son's rights are being a student.
3. What is the next best thing to do on how to address this situation properly?
I would really appreciate any help or some enlightenment on this matter.

lastly, is there anyone i could possibly call on the phone and ask some questions. we were requested to go back to the school by the adviser so he can make his "so-called" revisions to the narrative report. what should we do? what steps should we take? thanks
