Arresto Menor

I have already resigned from my employer effective Feb 27, 2012. I am still in the process of completing my clearance. On the final computation, the employer deducted half of my airfare and visa fees on my business/official trip to PRC. Before my trip, we did not have any agreement that they will do this. My travel to PRC was just last Dec 2011. Do they have the right to do this?
