Is there due process for my termination from work?

Arresto Menor

I am a licensed doctor-in-training in a government hospital. I am a civil service appointee/employee. I was summoned to explain by a disciplining body of the hospital to explain regarding my failure to respond to my duty as senior house officer in a particular one night duty only. The duties of a senior house officer does not involve patient care instead it involves administrative matters. I did not receive any formal complaint I believe. The letter they sent me to explain the matter stated that: I am ask to explain regarding a complaint the investigating body (which was formed by the hospital to look into the matter) received. I did not see any written complaint about this and as to who exactly is complaining. They only gave me a copy of written report stating that I was not around in the hospital when they were looking for me to attend to an administrative matter. On the basis of this, I was asked to submit a written explanation of my side on the matter. I was then summoned to explain verbally and I was questioned by the investigating body. I was not advised to get counsel. No outright evidences were presented to me in written form that I indeed abandoned my duty. A deliberation was made and I was given a choice between resigning on my own volition for a graceful exit in the training program with the clause of not completing the training program and ineligibility to practice the medical specialty involved, OR they will outrightly terminate me. I have not received any written form of this deliberation and I was ask to write a letter of appeal to it. I did write a letter of appeal thereafter. The appeal was negated and the stand of the body remains the same - for me to resign or I will be terminated. Still no written form for this sanction. I did not make any response verbally or written regarding the 2 options. I was then suspended. I am now waiting for the suspension letter. N.B. I am finishing my training in the hospital in three weeks and the I cannot accept the verdict of termination. Was there due process here? Is this already negligence? The incident happened one month ago before the "complaint". I have personal reasons to believe that the complaint was solicited and the complaint was done on bad faith to destroy my reputation and my interests to further training/appointment in the hospital. Please enlighten me on this.
