need advice please, my mother went to NSO head office in QC. to get her authenticated birth certificate upon receiving the copy from NSO we only get the Negative copy only of her birth certificate. Upon applying to to DFA for her passport it was rejected she was advice to file for late registration of her birth certificate.
My question is what to do on this, she was born in Cagayan but we are resided here in Antipolo, was its okey to file the late register here or she needs to go back to cagayan to file late registration. please help thanks.
