Is there a need to submit a letter of settlement letter to close a case? If yes who should write this letter the accuse or the complainant?

kung joint manifestation po ito cno po dapat gumawa abogado ng accuse o complainant. ang afidavit of desistance po ba complainant nagfifile after magawa settlement letter
