What constitute saying "means of corruption" to someone

Arresto Menor

Dear atty, our driver conveyed passengers to Manila on Oct 3. Per approved trip ticket, he is to be there from Oct 3-7. However, he has no driving activity on Oct 4-6 because he is just waiting to fetch for his passengers at the airport coming from Cebu on the 7th.

When he claim for his TE, our immediate supervisor told him that he should be back on the 4th so as not to make him idle for 3 days in Manila. By this, our immediate supervisor told him that his claim for TE is a "means of corruption" by him.

Being demoralized and shameful about this accusation, he plans to file charges to this immediate supervisor who not only questioned his official travel but inflicted more damage to his personality by these words.

Sir, what should he file administratively or criminally? Thank you very much sir. We are in government service.
