Does NBI only keep records of convictions, or are records of pending cases to be taken to trial also captured?

once warrant of arrest is issued, it goes into database

Let's say if a crime is committed last July of 2011. How long does it take for the accused to receive one? (Warrant of arrest)

complaint has to first undergo preliminary investigation and only after judge issues warrant. too many factors, it can be years if opposed
