Arresto Menor

I really need your help this time especially on legal basis. Just a simple advice on legal matters.

My boyfriend is a military for five years and 4 months, we worked before in a government office. He is always busy in his daily life because his Officer trusted him much, hes very devoted to his job and so I waited for him to have time for me. Last summer he has a duty- day off schedule due to a special task. He always sleep at the house whatever time he likes for 3 years. On that time I asked him where will we going to? And he said well end up to marriage. I told him about a wedding planner I know whom we can spend less on our big day. Last April we signed a contract together with the wedding planner for a December 2011 wedding. I pay partial payments and bought some items needed, get legal documents and forms with all his knowledge. Everything I did I always informed him. I do asked him last August as to what we are, he said that on September will start processing our papers. We never shared this to our parents since he wanted to tell them as everything are in placed. I respect his decision coz as far as I know his attitude. The wedding planner also advise me to go with my moves in securing the documents for uniformed men usually came during pre-cana and registration at LCR. Came October 24, I texted him to be available for our pre-cana and pre nup shoot. He just replied to my text that he got no money. I was very upset and tried to give up. He asked for a June wedding next year and I never said “No” cos the expenses will be doubled due to CENOMAR and church documents will expire and rebooking fees. I don’t need your money but your time.Money is not an issue here but the feelings I had.
Can I sue him to court if he never marry me? Together with the contract, receipts and documents I got as evidence? What will I do? Im so depressed since I prepared all for the big day. We never talk formally yet since hes busy with his job. I tried going to his house but he’s out for work. Even his family has same feeling with me when it comes to his work. Please advise me what to do?

yes, you can sue him for the advances you made, but not for reneging. the challenge is how to prove that he knew and approved of the costs.
