Arresto Menor

I need help I signed a contract and it has a training bond of 2 yrs and I should pay P17,500 if I didn't finished the 2 years contract. I only stayed for 5 months in the company. Do they have the right to hold my last salary and back pay? Wala na po ba akong makukuha kahit ung tax refund ko man lng? Sana po matulungan nyo ako. Thank you po!
