I submitted a complaint affidavit against a Barangay election Candidte for being sponsored by two organization, namely Knights of Columbus and Parish Pastoral Council on Responsible Voting. I also cited the Candidate going into within the 50 meter prohibited zone campaigning during the height of election.
Now, in two summons from the Comelec, the Respondent Barangay Candidate did not appear. I, as complainant is therefore requested to submit my Memorandum preparatory to a Resolution. I am not a lawyer, and i would like to know what is a memorandum?
