Selling property with different name in Land and Improvement

My mother plan to sell her land,the title is in her single name only, But the land has two improvement in the name of her children and they are living in the two houses.The two houses are constructed with the expenses of my mother.

1). Can my mother just sell the land without the consent of her two children? Because the two children refuse to agree on selling the land.

2). If my mother go ahead with selling the land withoyut the consent of her two children, what possible legal consequence may arise?

yes, she is married with marriage contract. But the father is not a Filipino Citizen. The father also had a first wife in a foreign country. Will the marriage to my mother be valid here in the Philippines?

The land was bought after their marriage.But my mother put her status as single in the title.
