what can be best done if the local civil registrar office refuse to register the annulment telling me it was fraud?

Go to the court that issued the decree of annulment - check if the court sent a copy of the decree to the local civil registrar - proof that a copy was sent to and received by the LCR can be verified on the front or dorsal portion of the court's copy of the order. Have that photocopied and show to the LCR so that he will retrieve their copy of the Order and compare it with your copy. Kung magkatugma, malamang tapos na nilang nirecord. Kung walang proof na galing nga sa korte yang hawak mong decree of annulment, peke nga yan.

Tell the judge or clerk of court of the court that granted your annulment that what they issued is refused recognition by the LCR. Kung malapit lang ang court sa LCR at hindi peke yang hawak ninyo, malamang na ang clerk of court ng korteng nag-issue ng order ang mismong tatawag sa LCR to refute the claim that the decree is fraudulent.

Hope that helped.

paano po kung mapatunayang peke? Ano po ba ang dapat na gawin? And since the annulment was heard in a different province, ano po ba ang dapat gawin? tawag lang po ba from the clerk of court will be enough to resolve the issue? Are there no further documents that I should get from the court to really prove that the documents are not fake?

[paano po kung mapatunayang peke?Ano po ba ang dapat na gawin?]

Kung mapatunayang peke at may partisipasyon ka, humanda ka sa asunto No . Pero dahil hindi ka kasali sa pagpeke cheers , you can file either or all of 1) administrative cases against the public officials involved; 2)criminal cases (possibly falsification under Art. 171 of the Revised Penal Code) as may be determined by the Prosecutor, or 3) Civil case for damages

[And since the annulment was heard in a different province, ano po ba ang dapat gawin? tawag lang po ba from the clerk of court will be enough to resolve the issue? ]

Tawag from the clerk of court is not a procedural remedy. Panandaliang solusyon lang sana kung sakaling magkalapit at magkakakilala ang mga empleyado. Since malayo, this is not feasible anymore.

[Are there no further documents that I should get from the court to really prove that the documents are not fake?]
The first sentence in my first reply should settle the issue.
