Arresto Menor

I need advises please
The tenant in my unit already left with the help of the administration but their personal belongings are still in my condo unit, making it their storage. We've contacted them to pay their arrears but to no avail.
Is it legal to seize their personal belongings and selling them as payment for what they owed? If not what can I do with their stuff, as I have to lease the condo again.
