POEA Attorney Fees

My brother is a seaman and the wife was having an affair while he was overseas. They have two kids and agreed to take one kid each. Now, my brother wanted to go back overseas to work but he has the wife as his allotee and wanted to change that before he leaves. He was told that he can file an adultery case against the wife so that he can remove his wife as an allotee. The attorney is asking for a package deal to take care of everything for a P80K to P100K with a P15K downpayment. My brother will only need to show up once at court while he takes care of the rest. I am wondering if this is true as to how this case should be handled and if the fee is really true and not some kind of bogus modus operandi. Thanks.
