Arresto Menor

Good morning!
I would like to ask help for my brother.
He has 2 kids from a woman who he didn't marry due to infidelity. This relationship of theirs lasted more than 5 years and brought about 2 beautiful kids that are currently living under the roof of our provincial home and under the care of our mother.
Due to a minor incident last March that saddened my brother. He then decided to hand the financial support to his mother instead of the ex-gf.
Due to this, the ex-gf who is still currently under our care is planning to file a case against my brother using the Republic Act No. 9262 as help.
My brother currently resides in Manila while we reside in Northern Luzon.
He plans to continue support for his children under the condition that the kids remain in our home under the care of my mother. The gf is jobless and homeless and psychologically incapable to bring up 2 kids on her own based on our unbiased personal experience living with her. Please give us advice as to what we can do to make things go easy. My brother just started a new job and is currently incapable of giving a fixed amount to his mother for support of the kids. He also plans to live a new life and plans to bring his kids to Manila for a better future but the continuous harassment of the ex is keeping him from moving on with his life. Thanks and more support.
