2. news of the day & other miscellaneous facts: having character of mere items of press info
3. official text of a legislation, administrative, or legal nature (including its translation)
4. public domain
5. useful article: no separate artistic value
RATIO: ideas are relatively few and not worth of
monopoly protection.
