do i need to accept the company simcard issued by the company wherein 70% of the bill is charge to us. is this grounds to illegal disposal of wages by labor code.

i would not agree that it is an illegal disposal of wages, but I would say that you should not be compelled to accept that sim card when it comes with the obligation to pay part of the bill. worse if it comes with a 2 year lock in period
