i bought a secondhand car to our neighbor... they told us they will give the papers aFter a week... but after a week, they say that the processing of the papers takes time at the lto.so waited... but its been 5 mos and still we have not recieve the transffered registration. what should i do... thanks...

you don't even have a copy of the OR and CR? if you do go to the lto and verify the status of the car and whether there is a pending application for transfer.
