Arresto Menor

can you please answer my questions. i need your legal advices urgently. here is my question:
" Are you in favor of the one-indorsement policy for checks of the Bangko Sentral ng Pilipinas?" (considering legality as a parameter)
is it violative of Act 2031( Negotiable Instruments Law) regarding multiple indorsements?
I would appreciate much your feedbacks or legal comments about this. thank you..
