Arresto Menor

Good day Atty.. ask lang po ako, why wont BIR accept our deed of conditional sale as a requirement for transfer of title? It was clearly indicated naman po sa contract na once due na yung term of contract and di pa rin nabayaran automatically the owner of the lot are my parents. What should we do? Thanks!
