Good mga Atty, ask ko lang kung under din ng PWD (Persons with Disabilities) ang pagkakaroon ng Speech impairment. Thank you and more powers

You should call the DSWD and ask the qualifications to be a registered PWD, so that an authoritative answer may be acquired.

Offhand, I would think it depends on the speech impairment diagnosis of the doctor, if it is so debilitating that the person will have a hard time in doing his activities for daily living.
