Arresto Menor

Hi good day. I just want to know regarding the divorce application of my brother. My sister in law is in USA she is illegal there. She send a divorce paper for my brother, my brother is currently on board on cruise ship working, already signed it and left the document with me. My sister in law toldme that i can swear in behalf of my brother that the documents signed was true and correct. My problem is where will i take the documents for swearing..
